The government has established a 30% activation target for each regency and city; however, the achievement in Salatiga City has only reached 4%, falling significantly short of the national target. This study aims to analyze the implementation of the IKD policy and identify the supporting and inhibiting factors at the Department of Population and Civil Registration (Disdukcapil) of Salatiga City. This research employed a descriptive qualitative method, with data collected through interviews, observations, and documentation. The study utilized Riant Nugroho’s policy implementation theory to analyze the five pillars of accuracy: policy, implementer, target, environment, and process. Additionally, Edward III’s theory was applied to examine driving and inhibiting factors, including communication, resources, disposition, and bureaucratic structure. The results showed that the implementation of IKD at Disdukcapil Salatiga City has performed relatively well, supported by effective communication, implementer commitment, and a clear bureaucratic structure. Nevertheless, the process remains hindered by low public readiness and minimal support from central stakeholders. Key obstacles included limited human resources, inadequate service facilities, and the absence of incentives for implementers.
