Abstract
Violence against women and children remains a pressing issue in Semarang, necessitating the effective implementation of protective policies. In response, the local government has established the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA), which functions as an integrated service agency for victims of violence. This study aims to examine the implementation of policies designed to protect women and children from violence in Semarang City, utilizing the Van Meter and Van Horn policy implementation model. The research focuses on the operations of the UPTD PPA in East Semarang District, with particular attention to the dynamics of domestic violence (KDRT) cases. Employing a descriptive qualitative approach, the study involves in-depth interviews, observation, and document analysis. Findings reveal that, normatively, policy implementation aligns with Semarang Mayor Regulation Number 13 of 2023 and has largely adhered to standard operating procedures, including service mechanisms, victim assistance, and coordination with the DP3A and the police. The policy's implementation is supported by clear regulations, the commitment of implementers, and relatively strong internal coordination. However, the policy has yet to fully achieve comprehensive protection for victims, particularly in ensuring a sense of security, continuity of assistance, and victim empowerment. This shortfall is attributed to limited resources, budget constraints, inadequate facilities, unstable cross-sectoral coordination, and a less supportive socioeconomic environment.
