Hasil penelitian menunjukkan bahwa ada 5 kegiatan program pemberdayaan masyarakat pesisir di desa Sarawandori yaitu: Pengembangan kapasitas aparat kampung, Pelatihan budidaya rumput laut dan ikan (Keramba), Metode Penangkapan ikan, Pemasaran hasil perikanan, Metode bantuan sarana budidaya ikan yang sudah berjalan dari tahun 2007 sampai sekarang. Pelaksanaan program yang prioritas di desa Sarawandori yaitu pemanfaatan sumber laut untuk meningkatkan kehidupan masyarakat nelayan. Prosedur atau mekanisme penyaluran bantuan berjalan sesuai dengan ketentuan. Community Empowerment Program at the coastal village of Sarawandori can help to increase the income of fishermen. The purpose of this study were to identify and to evaluate the implementation of the program in the coastal village of Sarawandori Kosiwo Yapen Islands District of Papua. The research method is descriptive in which sampling was done purposively based on the consideration of the type of activity. Data were collected by field observations, interviews to the 50 fishers communities from 18 family leaders who receive aid and get the empowerment program. The research showed that there are 5 activities of the program in the Sarawandori villages namely: Capacity building of the officials village, training on culture of seaweed and fish (Cage), Fishing Methods, Fishery marketing and aids for aquaculture facilities. The program has been running from 2007 to the present. Implementation of the priority programs at Sarawandori village is marine resources utilization to improve the life of fishers communities.
