Abstract
Semarang City is one of the major cities in Indonesia that faces air pollution problems due to increasing transportation activities, industry, and rapid urbanization. In an effort to address these issues, the Semarang City Government established Regional Regulation Number 13 of 2006 concerning Air Pollution Control. The complexity of air pollution problems involving many actors indicates that the implementation of this policy cannot be separated from the dynamics of network governance. This study aims to analyze network governance in the implementation of Semarang City Regional Regulation Number 13 of 2006 concerning Air Pollution Control, by examining the aspects of the actors involved, resource interdependency, and the similarities in framing among stakeholders. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, field observations, and document studies. The research informants include the Environmental Agency, Health Agency, Transportation Agency, Bappeda, KADIN, BLU UPTD Trans Semarang, and the BINTARI NGO. Data analysis was conducted interactively using the Klijn and Koppenjan network governance model to understand the dynamics of collaboration and the effectiveness of actor networks in implementing air pollution control policies. Research results show that network governance in the implementation of air pollution control policies has involved various cross sector actors who are interdependent in carrying out the programs. Although coordination among actors has been established through communication forums and data exchange, this collaboration is still informal and has not yet been institutionalized structurally. Differences in interests among actors are one of the obstacles in strengthening the network, but the shared goal of reducing air pollution levels remains a binding factor within the network. Overall, network governance in the implementation of air pollution control policies in Semarang City is considered fairly effective, but it still needs to be strengthened through enhancing collaborative institutions, improving information transparency, and increasing public participation so that policy implementation becomes more adaptive and sustainable.
