Abstract
Regional autonomy authorizes local governments to manage governmental affairs, including on-street parking retribution. In Semarang City, this policy is regulated by Mayor Regulation Number 70 of 2021 and is intended to increase local own-source revenue (PAD). In practice, implementation problems persist, including unmet revenue targets, widespread illegal parking, payment system noncompliance, and weak sanction enforcement. This study employs a descriptive qualitative approach using interviews with eight purposively selected informants, observation, and documentation. Data were analyzed through data collection, condensation, display, and conclusion drawing, with source triangulation to ensure validity. The findings show that the implementation of Mayor Regulation Number 70 of 2021 remains suboptimal due to limited supervisory resources, incomplete communication, weak implementer commitment, and social conditions. These findings highlight the need to strengthen supervision, enhance public dissemination, consistent sanction enforcement, and improved revenue deposit mechanisms. The implications of this study emphasize the importance of parking retribution governance as an instrument for increasing local own-source revenue and promoting orderly traffic conditions. The academic contribution of this study lies in the application of the Van Meter and Van Horn implementation model within the context of local policy.
