However, its implementation has not yet been optimal, as reflected in the fact that only 28.75% of schools have received the SRA designation. This condition indicates that the policy has not fully ensured child protection nor created a safe and supportive learning environment. This study aims to analyze the implementation of the SRA policy in Bekasi City and identify the factors influencing its effectiveness. A descriptive qualitative approach was employed using purposive sampling. Informants consisted of SRA implementors, including the Bekasi City Office for Women's Empowerment and Child Protection (DPPPA), the Bekasi City Education Office, elementary and junior high schools, and parents. Data were collected through interviews, observations, and documentation, and validated using source triangulation. The findings reveal that SRA implementation has not been carried out comprehensively. Policy information has not been properly communicated, capacity-building efforts reach only a limited number of schools, and the six SRA components have not been consistently applied. The main obstacles include limited resources, the absence of technical guidelines, insufficient training for implementors, and the lack of parental involvement.
