Abstract
Tourism is one of the strategic sectors in regional development, playing an important role in job creation and community empowerment. One form of tourism development is the establishment of tourism villages. Semarang Regency has several local tourism potentials, one of which is the Nyatnyono Tourism Village, which is rooted in Islamic values. However, despite its great potential, the Tourism Village of Nyatnyono still faces challenges, particularly the lack of public transportation that connects directly to the village. This absence of public transport results in low accessibility, making it difficult for tourists without private vehicles to visit. Accessibility is a crucial element in enhancing the competitiveness of a tourist destination. This issue requires serious attention from the village government as the main actor in local development. This study aims to analyze the role of the Village Government in developing the Religious Tourism Village of Nyatnyono, as well as to identify the supporting and inhibiting factors. The research employs a descriptive qualitative method, with data collected through observation, interviews, and documentation. The study refers to Syafri’s theory, which divides the role of village government into four functions: service, regulation, empowerment, and development. Additionally, the supporting and inhibiting factors are analyzed using the theory of Todaro and Smith, which states that regional development success is influenced by four main variables: social capital, institutional capacity, infrastructure, and supportive fiscal policies. The findings indicate that the Nyatnyono Village Government has implemented all four functions. Supporting factors come from both the community and the government. However, there are obstacles, mainly in the form of resistance to change related to policy implementation. The recommended solution is to promote two-way discussions in policymaking and to involve religious leaders who have strong influence within the local community to foster acceptance
