Abstract

Digital public services have emerged as a primary emphasis in endeavours to enhance governmental efficiency and transparency, coinciding with the swift advancement of information technology. The JAKI (Jakarta Kini) application exemplifies e-Government deployment in Jakarta, designed to provide public access to a range of online services. The JAKI application serves not only as a means to enhance access to services but also as a platform to fortify collaboration between the government and other stakeholders. The participation of the government, corporate sector, and community enhances the establishment of transparent, efficient, and responsive public services in the digital age. This study seeks to analyse how Collaborative Governance enhances the deployment of the JAKI application inside the Jakarta Smart City corridor in Jakarta Province, while also examining the facilitating and obstructive variables involved in the process. This study employs a qualitative descriptive methodology utilising primary data derived from in-depth interviews, observations, and recording, alongside secondary data from publications, books, journals, and other ancillary sources. The study's findings reveal that collaborative governance concerning starting conditions, institutional design, facilitative leadership, and the collaboration process within the JAKI application has been effectively executed. However, several challenges persist, including unresolved licensing services related to the JAKI application, the lack of integration in public services due to outdated policies, and a disparity in objectives between BLUD Jakarta Smart City and the private sector in fostering cooperation. The recommendations in this study provided to enhancements and expedited regulation changes, initiatives to foster open communication with the private sector, and ongoing efforts to augment innovation in public services to address community needs.
