The project aims to manage waste at the regional level and convert it into RDF. However, its implementation has not been optimal due to obstacles such as untimeliness, slow operations, and broken promises. This research uses a qualitative method with a descriptive approach to reveal the partnership between PT Jabar Bersih Lestari and the TPPAS Lulut Nambo PPP Control Team in dealing with dynamics that hinder conformity with the initial planning. The project is conducted between two organisations, PT Jabar Bersih Lestari and the TPPAS Lulut Nambo PPP Control Team and aims to manage waste at a regional level with technology that converts waste into RDF. This policy based on waste management and PPP regulations. The cooperation agreement becomes a strong regulatory tool to avoid potential influence of interests during cooperation. Although not yet fully optimised, the project shows a change in the role of government and private sector in public services. The ability of the government to plan, the existence of special institutions, profit-sharing mechanisms, legal certainty and the absence of opportunistic behaviour are factors that support the implementation of partnerhsip. Meanwhile, the government's financial capability and unachievable rewards are inhibiting factors in the implementation of partnership.
