Implementasi Program Pengadaan Instalasi Pengolahan Air Limbah (IPAL) Komunal di Kota Semarang (Studi Kasus di Kelurahan Kuningan dan Sekayu)
Abstract
Semarang City is a city with a high level of community productivity. The high productivity of the people of Semarang City affects the level of domestic waste produced. The domestic waste produced must be balanced with good sanitation facilities. Due to the inadequacy of integrated domestic wastewater management facilities, the Semarang City Government has issued a policy to address the problem, namely Semarang City Regional Regulation Number 2 Year 2023 on Domestic Wastewater Management. One of them is a communal IPAL procurement program aimed at communities that do not yet have domestic wastewater disposal facilities. The purpose of this study is to analyze the implementation of the program and identify the driving and inhibiting factors in the implementation of the communal IPAL procurement program in Semarang City, especially in Kuningan and Sekayu Villages. Through interview and documentation methods, this study used a descriptive qualitative approach to develop a comprehensive knowledge. The results showed that the implementation of communal WWTP program in Semarang City, especially in Kuningan and Sekayu urban villages, still faced various obstacles rooted in structural, institutional, and social factors. The lack of technical guidance for IPAL managers, inequality of monitoring and evaluation data from Disperkim, and the absence of regulations regarding sanctions for communities that do not comply with IPAL management. Improvements in regulations, increased supervisory capacity, and strategies to increase community participation are needed so that the communal WWTP program can run more optimally and provide long-term benefits for the environment and public health.
