EFEKTIVITAS E-ASPIRASI UNTUK MENYERAP ASPIRASI MASYARAKAT DI DPRD KABUPATEN SEMARANG

Abstract

E-Aspirasi is an innovation proposed by Local People's Representative Council (DPRD) in Semarang Regency to accommodate the aspiration from the public, so they doesn’t have to meet in person to deliver aspirations. This research aims to analyze the effectiveness of E Aspirasi in accommodating aspirations from Semarang Regency’s people. This is through using qualitative method. The theory that is used in this research is theory and Ridho’s theory. The result of this research showed that E-Aspirasi is effective in accommodating public’s aspiration. People who submitted their aspiration felt that they hadn’t received a response from government. This may happened because E-Aspirasi has not been known by the community yet. Ever since the program was introduced, the local management of E-Aspirasi has faced a problem, like the absence of regulation and SOP, bad communication between departments, lack of human resources, insufficient facilities and infrastructures, and low awareness of legislative process. This study also found that the low participation from public is caused by low awareness of the program, this may due to the lack socialization to the public. Suggestions from this study are to create clear SOPs, improve coordination, increase public awareness, employ more employees, and motivate employees.
