MODEL JARINGAN AKTOR DALAM PENGEMBANGAN POTENSI PARIWISATA DI KAMPUNG WISATA BEKELIR KELURAHAN BABAKAN KOTA TANGERANG
Abstract
The Mayor's Decree of Tangerang City No. 148/Kep. 587 – Bappeda/2022 serves as the basis for designating Bekelir Thematic Village in Babakan Sub-district as a Tourism Village in Tangerang City. This research aims to identify the roles of various actors and to describe the model of the actor network involved in the tourism development policy program in Bekelir Tourism Village, Babakan Sub-district. The research uses a qualitative descriptive method, with data collected through interviews and documentation. To classify the actors based on their roles, the study uses actor mapping based on Kennon’s theory, which categorizes actors into four types: players, context setters, subjects, and crowds. The findings show that the Department of Culture and Tourism (DISBUDPAR), the Tourism Awareness Group (POKDARWIS), neighborhood units (RW), initiators, and active community members are classified as players, meaning they have high contribution and strong interest. Mass media, universities/academics, and the private sector fall under context setters, who have a high contribution but low interest or willingness. Bappeda (the regional development agency), the local village office, and the Women’s Organization (PKK) are classified as subjects, with low contribution but high interest or willingness. Lastly, passive community members fall under the crowd category, with both low contribution and low interest. The actor network model formed in this program follows the Hexa Helix Model. The involvement of stakeholders was also analyzed using Bryson’s Net Map theory. However, the actor network is not functioning optimally yet. Some actors have not coordinated or communicated well in carrying out their roles, and not all actors are actively involved in the network. It is recommended that stakeholders pay more attention to the needs and aspirations of the Bekelir Tourism Village community, remain consistent in fulfilling their roles, and ensure that all actors participate according to the agreements and regulations that have been set.
