PROSES COLLABORATIVE GOVERNANCE PENGELOLAAN SAMPAH TPST BANTARGEBANG DI KOTA BEKASI
Abstract
This study explores the process of Collaborative Governance in the management of waste at the Integrated Waste Processing Site (TPST) Bantargebang, located in Bekasi City. The main issue addressed is the high volume of waste generated by DKI Jakarta, which has led TPST Bantargebang to approach its maximum capacity, as well as the complex relationships among stakeholders involved in its management. The purpose of this research is to analyze the collaborative governance process in waste management at TPST Bantargebang and to examine the factors that are obstacles in this collaboration. This study employs a qualitative approach using a descriptive method. Data was collected through interviews, observations, and documentation, and were analyzed using the Collaborative Governance model proposed by Ansell and Gash. The findings reveal that the collaborative process involves multiple actors, including the DKI Jakarta Provincial Government, Bekasi City Government, private sector entities, academics, and the local community. The collaboration is manifested through face-to- face dialogue, trust-building, commitment to the process, and shared understanding. However, the process still faces challenges such as weak communication, breaches of agreement, and suboptimal community participation. The study recommends strengthening inter-actor coordination, increasing public engagement, and developing sustainable waste management technologies to improve the governance of TPST Bantargebang.
