PERAN STAKEHOLDER DALAM UPAYA PENCEGAHAN KEKERASAN TERHADAP ANAK DI KOTA SEMARANG

Abstract

This study analyzes the role of stakeholders in preventing child abuse in Semarang City. The research background includes a 141.9% increase in child abuse cases in 2022 and stagnation in 2023, a lack of community awareness about the presence of JPPA, and JPPA's incomplete fulfillment of its preventive role. The study applies Eden & Ackermann's (1998) power vs. interest grid theory and ODA's (1995) stakeholder identification theory to identify and map stakeholder roles. A qualitative descriptive approach with interview techniques was used. The results show that stakeholders are categorized into primary (community), secondary (JPPA, RDRM, Polrestabes Semarang), and key (DP3A) stakeholders. Based on the power vs. interest grid analysis, DP3A is a key player, RDRM, Polrestabes Semarang, and JPPA are subjects, PPT Kecamatan and the general public are crowd, while PKK, Posyandu Remaja, and families with children under 18 are context setters. There is limited communication and coordination among stakeholders, staffing constraints in RDRM, and unstructured JPPA activities, leading to ineffective stakeholder roles as reflected in rising child abuse cases. It is recommended that stakeholders hold regular meetings, develop a detailed annual master plan, and establish specific guidelines and funding for JPPA.
