ANALISIS KINERJA WIDYAISWARA PUSDIKLAT MANAJEMEN PERTAHANAN BADIKLAT KEMENTERIAN PERTAHANAN PADA PELATIHAN KEPEMIMPINAN PENGAWAS

Abstract

The Supervisory Leadership Training is an education and training program organized by the Defense Management Training Center of the Training and Education Agency of the Ministry of Defense to prepare civil servants (ASN) to become supervisors with high-quality managerial competencies in the field of national defense. In delivering high-quality Supervisory Leadership Training, Widyaiswara plays a significant role. Widyaiswara serves as the instructor or lecturer in the Supervisory Leadership Training. However, there is a discrepancy in the qualifications of Widyaiswara as instructors in this training. Some Widyaiswara do not have educational and professional backgrounds that align with the requirements stated in the PERMEN PAN & RB Republik Indonesia No. 42 of 2021, which mandates a minimum of a master's degree and civil servant status. Despite this, feedback from participants in the Supervisory Leadership Training rated the performance of Widyaiswara as very good. This study aims to analyze the performance of Widyaiswara at the Defense Management Training Center of the Training and Education Agency of the Ministry of Defense in the Supervisory Leadership Training by assessing it based on the five performance dimensions outlined by Bangun: quantity, quality, timeliness, attendance, and teamwork. Additionally, the study examines the factors influencing performance according to Armstrong and Baron, including personal factors, leadership factors, team factors, system factors, and situational/contextual factors. The research method uses a is the method used in this research using data collection techniques through observation, interviews with several related sources. The study findings indicate that while the performance of Widyaiswara at the Defense Management Training Center is generally good, it has not yet reached its full potential in terms of quality. The study also identifies personal factors as the main obstacles affecting Widyaiswara's performance.
