Abstract

Banjarpanepen Village is a tourist village in Banyumas Regency that has been developed since 2013. The main objective of this development is to enhance local community welfare through the sustainable use of local potential. However, progress in developing the Banjarpanepen Tourism Village has stagnated, and it remains classified as a village experiencing extreme poverty. Therefore, this study aims to analyze community empowerment in managing the Banjarpanepen Tourism Village, focusing on the processes and factors influencing empowerment efforts. This research employs a descriptive qualitative method, utilizing data collection techniques such as participant observation, interviews, documentation, and literature studies. The findings indicate that community empowerment in the Banjarpanepen Tourism Village has not yet reached its full potential. This is evident in each stage of the empowerment process, from awareness, capacity building, to actual empowerment, where several obstacles persist. Factors influencing community empowerment in Banjarpanepen include internal aspects, such as community awareness, potential, skills, and social capital, as well as external factors, including government policies, facilitator roles, and access to resources. Based on these findings, recommendations include developing a roadmap for empowerment, strengthening management capacity and synergy, and expanding collaboration networks with external stakeholders.
