MANAJEMEN BENCANA BANJIR ROB DI KAWASAN RUMAH DERET TAMBAKREJO KECAMATAN SEMARANG UTARA KOTA SEMARANG

Abstract

Semarang City faces the threat of tidal flooding that occurs almost every day, including in the Rumah Deret Tambakrejo settlement, North Semarang District. Rumah Deret was built as relocation housing for residents affected by the normalisation of the East Flood Canal (BKT), but in less than two years, the area experienced daily tidal flooding as high as 20-40 cm. This research aims to analyse tidal flood disaster management carried out in the area and its compliance with applicable disaster guidelines. This research used a descriptive qualitative method with purposive sampling to obtain data from various sources, including residents, NGOs, and relevant stakeholders. The results showed that the management carried out was still limited to simple structural aspects, such as elevating houses and utilising mangroves as natural barriers. The community has not received optimal disaster education, and BPBD Semarang City has not conducted special interventions because tidal flooding is considered a routine phenomenon. As a solution, there needs to be closer collaboration between the government, the community, and non-governmental organisations (NGOs) in disaster management efforts. Non-structural mitigation, such as disaster socialisation and training, should be conducted on an ongoing basis to improve residents' preparedness. In addition, reactivating the role of Disaster Resilient Villages (KTB) and Disaster Preparedness Villages (KSB) is essential for more effective coordination of disaster management at the local level. Strengthening policies and oversight of disaster budget management are also needed so that programmes truly benefit affected communities.
