JARINGAN AKTOR (ACTOR NETWORK THEORY) DALAM PENGEMBANGAN DESA WISATA MUNCAR MONCER KECAMATAN GEMAWANG KABUPATEN TEMANGGUNG
Abstract
The development of Muncar Moncer Tourism Village involves various actors who collaborate and form a network through nine stages. The problem that occurs in the development of Muncar Moncer Tourism Village is the weak network of actors that have been formed. This study aims to analyze the development of Muncar Moncer Tourism Village and the stages of its formation. The research method used is descriptive qualitative, using data collection techniques through interviews, observations, and documentation. The research subjects consist of the head and members of the Muncar Moncer Tourism Group (Pokdarwis), DSA facilitators, staff from the Temanggung Regency Tourism and Culture Office (Dinbudpar), and the Muncar Village Government. The results of the study show that the development of Muncar Moncer Tourism Village was based on Temanggung Regent Regulation Number 95 of 2021 concerning Tourism Villages, involving infrastructure development, marketing, institutional strengthening, and partnership cooperation. In the early stages of network formation, the tourism village had not been integrated because not all communities had participated, there was a lack of support and involvement from BUMDes, and the existence of competing tourism group. Several actions have been initiated by Pokdarwis but have not been followed up properly by several actors involved. Dinbudpar Temanggung Regency is considered lacking in facilitating and accommodating Pokdarwis, while Pokdarwis Muncar Moncer has not been able to play a maximum role, especially in creating content for marketing and promoting tourist villages. Dinbudpar needs to implement a needs-based approach to provide assistance needed by tourist villages, and there needs to be training to improve the soft skills of Pokdarwis Muncar Moncer in creating marketing content for tourist villages.
