ANALISIS MANAJEMEN PENANGGULANGAN BENCANA TANAH LONGSOR DI KOTA SEMARANG
Abstract
This study focuses on the analysis of landslide disaster management in Semarang City. Using a descriptive qualitative method, this research aims to describe and analyze landslide disaster management and identify inhibiting factors in its implementation. Data collection techniques were carried out through observation, interviews, and document analysis. The research results show that landslide disaster management in Semarang City has not been fully oriented towards effective disaster mitigation. Analysis based on management functions (planning, organizing, actuating, and controlling) reveals several major obstacles. In the planning stage, strategic planning has been carried out, but it is still constrained by budget and resource limitations. In the organizing stage, inter-agency coordination exists but is still hampered by limited personnel and infrastructure. In the actuating stage, the implementation of mitigation and preparedness programs is not yet optimal due to the lack of an adequate early warning system and contingency plan documents that have not been updated since 2017. In the controlling stage, evaluation and monitoring have been carried out, but there are still obstacles in compliance with the reporting schedule. This study highlights the need for optimizing budget allocation, increasing community participation, revitalization of disaster training and education programs, strengthening the early warning system in efforts to mitigate landslides in Semarang City.
