Abstract

The policy of equalizing administrative positions into functional positions aims to cut long bureaucracy and create a competency-based work system, as stipulated in PermenPAN-RB Number 17 of 2021. This study aims to analyze the implementation of the stages of the equalization policy in the Regional Secretariat of the Semarang City Government and identify the driving and inhibiting factors. The research uses a descriptive qualitative method with data collection techniques through interviews, documentation, and literature studies. Data analysis was carried out through the stages of reduction, presentation, and conclusion drawing using Edward III's policy implementation factors which included communication, resources, disposition, and bureaucratic structure. The results of the study show that the implementation of equalization has followed stages according to the provisions, namely the stage of proposal, review, validation, issuance of letters of recommendation, and appointment and inauguration, but it has not run optimally. The validation stage is the most problematic stage because of the length of the process due to the national queue. However, equalization advantages such as work flexibility, career development opportunities, and clearer performance benefits are the main attractions that encourage employees to be willing to be equalized into functional positions. The factors driving implementation are the quality of human resources and adequate budget, a strong commitment to implementation with the immediate implementation of policies, and a clear bureaucratic structure and procedures. As a suggestion, agencies can improve communication, optimize the validation process, and improve coordination between agencies.
