This service procedure involves several stages, such as login, submission, document upload, data verification, and document issuance. This study aims to understand the population relocation administration service procedure and analyze what aspects contribute to the population relocation administration service procedure at DISDUKCAPIL of Kota Semarang. The research method used is a qualitative method and uses informant selection techniques, namely snowball sampling, while to test the validity of the data using triangulation. Based on the results of the study, it was found that there were obstacles in the implementation of the population relocationadm inistration service procedure which made the implementation of the procedure less than optimal. This was caused by the hasty transition period of the procedure sothat i t paid less attention to the conditions of the applicant community. To overcome these obstacles, DISDUKCAPIL provided computers, accompanying officers, and Adminduk Kiosks. Furthermore, through an analysis carried out based on the characteristics of a good procedure, namely feasible, optimality, sensitivity, and implementability, it was found that the feasible and optimality aspects had not been implemented optimally due to limited accessibility of the application for certain applicant communities. However, the sensitivity and implementability aspects run optimally thanks to the efforts to fulfill the needs of the community by DISDUKCAPIL employees.
