EVALUASI PELAKSANAN PROGRAM PENGEMBANGAN DESA WISATA JATIREJO KECAMATAN GUNUNGPATI KOTA SEMARANG

Abstract

The village tourism program is one of the government’s strategies to address rural poverty by developing the potential and uniqueness of villages, providing support and accommodations to transform them into tourism products, thereby improving the welfare of the community. Jatirejo Village has been designated as a tourism village in Semarang City since 2017. However, Jatirejo is still classified as a pioneer tourism village, which poses a problem as the neighboring tourism villages have already achieved the status of developed tourism villages. This study aims to evaluate and analyze the implementation of the tourism village development program in Jatirejo and the factors hindering its implementation. This research uses a descriptive qualitative method, collecting data through interviews, observations, and literature studies. The evaluation criteria were based on Bridgman and Davis (2000). The findings show that the implementation of the Jatirejo tourism village has been optimal in terms of outcome indicators, but still lacks optimization in terms of input, process, and output indicators. The hindering factors were evaluated based on Darwin's (1999) criteria for program constraints. The research findings indicate that the interests and benefit principles are obstacles to the program's implementation, while the cultural indicator does not have an impact on its execution. Additionally, a significant hindering factor identified in the field is related to natural resource aspects. The recommendations resulting from this study are the need for a Jatirejo promotion system by collaborating with other tourist villages and participating in regional tourism events, Disbudpar needs to increase the intensity of monitoring and preparation of action plans, hold regular meetings within a certain time period and utilize the culture and arts in Jatirejo as tourism products to attract visitors.
