IMPLEMENTASI PEMBINAAN KEMANDIRIAN WARGA BINAAN DI LEMBAGA PEMASYARAKATAN KELAS I KOTA SEMARANG (LAPAS KEDUNGPANE SEMARANG)
Abstract
Skill Development in Correctional Institutions is regulated by Government Regulation No. 31 of 1999 concerning the Development of Correctional Inmates. This research aims to analyze the implementation of Skill Development in Class 1 Semarang Corrrectional Institution and the factors influencing the implementation of Skill Development Class 1 Semarang Corrrectional Institution. This research uses a qualitative approach through observation and interviews with relevant informants and analyzes using the theory from Merilee S. Grindle. The research results show that the implementation of independence training at the Class 1 Semarang Corrrectional Institution is proceeding well with various work activities that are beneficial for the skills of the inmates. However, the participation of the inmates is still low, and the number and skills of the supervising officers are not proportional to the number of inmates. Driving factors include the affected interests, type of benefits, degree of desired change, decision-making location, as well as the characteristics of the institution and authorities. The inhibiting factors include program implementers, deployed resources, power, interests, strategies of the involved actors, as well as the level of compliance and responsiveness. This research recommends the development of skills in accordance with the work units at the Class 1 Semarang Corrrectional Institution for the instructors at Class 1 Semarang Corrrectional Institution.
