Abstract

Stunting is one of the nutrition problems faced by countries around the world, especially in poor and developing countries, including Indonesia. Petanahan Sub-district is one of the sub- districts that has succeeded in reducing the stunting prevalence rate below the Kebumen District average through various efforts, one of which is the DASHAT Program. This study aims to analyze the collaboration dynamics of the DASHAT Program in Petanahan Sub- district and the driving factors in the collaboration. The theory used is the Collaboration Dynamics theory by Emerson, Nabatchi and Balogh (2012) in which there are shared principles, shared motivation, and the capacity to take joint action. The method used is descriptive qualitative. The results showed that in the collaboration of the DASHAT program there is a movement of shared principles formed through online and offline discussion forums, as well as the absence of individual interests owned by the actors. Shared motivation is formed through trust and mutual understanding of differences, as well as recognition that the actors are credible in carrying out their duties. The capacity for collective action is formed through the existence of BKKBN Regulation Number 12 of 2021 and the DASHAT program implementation guidebook, collective leadership through the family planning extension field coordinator who acts as a facilitator and mediator, and the actors have sufficient knowledge about stunting. The driving factors of the collaboration dynamics of the DASHAT Program are equal participation of actors, no dependence on procedures, no hierarchical application of the institutions involved, accountability, skilled human resources, agreement on the reasons and objectives of collaboration, and community awareness to participate. This research provides recommendations for involving the private sector to maximize funding, collaboration with educational institutions, and strengthening policies governing the DASHAT program.
