PUBLIC VALUE PADA LAYANAN TRANSPORTASI PUBLIK BUS RAPID TRANSIT (BRT) DI KOTA SEMARANG

Abstract

The city of Semarang faces the problem of traffic congestion. The increase in community mobility in Semarang has an impact on the growth of the number of private vehicles, which is the main cause of congestion. The BRT policy has not succeeded in suppressing the number of motor vehicle uses declining and every year it has experienced a significant increase with the mayor increasing vehicle growth by more than 12% every year. This research aims to have public value in Bus Rapid Transit (BRT) transportation services in Semarang City. This study uses a descriptive qualitative method based on three phenomena of the creation of public value according to Mark Moore (1995), namely Substantial Value, Legitimacy and Support and Operational Capacity. Based on the results of the research reflecting the creation of public value from the existence of BRT Trans Semarang transportation. The increase in the phenomenon of public value with the sub-phenomenon of educational value related to density at departure hours is an obstacle in itself considering that these hours are at the same time as workers' working hours. The increase in the sub-phenomenon of operational capacity, especially in the supervision of infrastructure maintenance, is still an obstacle. Recommendations from researchers related to separate routes for BRT Trans Semarang such as Jakarta are a solution for sustainable transportation needs, but nevertheless further consideration is needed in terms of funding. Improvement of supervision in routine checks related to infrastructure facilities and cleanliness provide user comfort.
