EVALUASI DAMPAK PROGRAM KARTU INDONESIA PINTAR (KIP) KULIAH DI UNIVERSITAS DIPONEGORO

Abstract

The KIP Kuliah scholarship program is a national program in the education sector for Indonesian people who want to continue their higher education but are economically disadvantaged. UNDIP is a state university with the most significant number of KIP Kuliah in Central Java. Still, it is not free from existing problems such as declining academic achievement, resignation, graduation beyond the deadline, and others that will hinder the achievement of impactful programs. The purpose of this study was to analyze the impact of the KIP Kuliah program at Diponegoro University in supporting access to education for underprivileged students and the factors that influence it. The research method used is descriptive qualitative with data collection techniques through interviews, observations, and documentation. The results of the study showed that this program had a positive impact on increasing access to higher education, easing the economic burden on students, and supporting the university's reputation as an inclusive campus. In terms of individual impacts, students are more motivated to learn, active in campus organizations, feel financially secure, and have increased non-academic achievements, although students are still faced with the challenge of social stigma. The impact of the organization is in the form of the alignment of Undip's vision and mission with the KIP-K program in providing access to education, while the economic impact of students is helped by this program, but the small amount of assistance received, and the absence of other financial support causes some students to seek additional income. In society, this program increases participation in higher education, and improves the quality of human resources. Factors that influence the success of the program are the monitoring system and supporting resources. The KIP Kuliah program has largely achieved its objectives according to Persesjen No. 13 of 2023, especially in increasing access and sustainability of education.
