EVALUASI PENINGKATAN KUALITAS PERMUKIMAN KUMUH MELALUI PROGRAM KOTA TANPA KUMUH (KOTAKU) DI KELURAHAN BANDARHARJO KOTA SEMARANG

Abstract

The KOTAKU Program aims to improve the quality of slum settlements to enhance the living conditions of the community. Bandarharjo Village faces challenges such as high population density, limited land availability, and inadequate infrastructure. This study aims to analyze the improvement of slum settlements through the KOTAKU Program and identify its supporting and inhibiting factors in Bandarharjo Village, Semarang City. The research employs a qualitative descriptive method using Stufflebeam’s (1995) program evaluation approach, with data collected through interviews, observations, and documentation. The findings indicate that the KOTAKU Program contributes to improving the quality of slum settlements through restoration, renewal, and resettlement. Restoration is carried out by improving basic infrastructure, such as neighborhood roads, drainage systems, and waste management facilities, which enhance accessibility and cleanliness in the area. Renewal includes the provision of Green Open Spaces (RTH), public sanitation facilities (MCK), and sanitation systems, which have a positive impact on the community’s quality of life, although they remain suboptimal due to land limitations and maintenance issues. Additionally, the distribution of clean water remains uneven, and the area lacks fire safety equipment. Meanwhile, resettlement has not been a primary priority in the program’s implementation. Based on the CIPP evaluation, the context aspect is supported by the program’s alignment with its target and community participation and awareness. In the product aspect, the program has improved access to basic services. In the input aspect, information access and government support serve as supporting factors, but budget constraints and limited implementation duration remain obstacles. Meanwhile, the process aspect becomes the main challenge due to suboptimal infrastructure quality, despite being supported by human resource capacity and institutional management. Therefore, a more comprehensive strategy is needed in budget management, land utilization, and inter-agency coordination to enhance the program’s effectiveness and sustainability.
