Evaluasi Kebijakan Kartu Identitas Anak (KIA) di Dinas Kependudukan dan Pencatatan Sipil Kota Semarang
Abstract
The Child Identity Card (KIA) is a policy implemented by the government to provide official identification for children under the age of 17. This policy aims to improve population data registration, facilitate children's access to public services, and provide legal protection and recognition. However, in its implementation in Semarang City, the KIA program still faces challenges such as low public awareness, ineffective socialization, and limited human and financial resources. This study aims to evaluate the KIA policy in Semarang City using William Dunn’s policy evaluation approach, which includes effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. This research employs a qualitative method with a case study approach at the Department of Population and Civil Registration (Disdukcapil) of Semarang City. Data collection techniques include in-depth interviews with Disdukcapil officials, observations, and policy document analysis. The findings indicate that the KIA policy has provided benefits for population administration and increased children's identity ownership. However, several challenges remain in its implementation. The “jemput bola” program, which involves proactive outreach to schools, has improved KIA ownership coverage but has not yet reached the optimal target. Some obstacles to the policy implementation include a lack of coordination between Disdukcapil and healthcare facilities or other relevant institutions, as well as insufficient public understanding of the importance of KIA. The study concludes that although the KIA policy in Semarang City has had a positive impact, further improvements are needed to enhance its effectiveness. Therefore, it is recommended that the government increase the budget for KIA production and distribution, expand socialization efforts through a community-based approach, and develop digital innovations in population administration services to make KIA registration more accessible to the public.
