IMPLEMENTASI KEBIJAKAN PENERIMAAN PESERTA DIDIK BARU (PPDB) SISTEM ZONASI UNTUK SMP NEGERI DI KECAMATAN TEMBALANG DAN KECAMATAN SEMARANG TENGAH KOTA SEMARANG DI TINJAU DARI PERSPEKTIF PUBLIC VALUE
Abstract
One of the challenges in improving the quality of human resources through education is ensuring equal access to education. The PPDB zoning system policy has helped expand opportunities and access to educational rights. This study aims to analyze the implementation of the new student admissions policy for the zoning system for public junior high schools in Tembalang District and Semarang Tengah District, Semarang City. This study uses the public value theory according to Moore (1995) by looking at legitimacy and support, operational capabilities, and substantial values (social, political, economic, and educational values). This study is qualitative with data collection methods carried out through interviews, observations, literature studies through primary and secondary data sources. The research findings show that the implementation of this policy has been carried out in accordance with applicable provisions and procedures. However, there are several obstacles such as disparities in facilities between schools, inconsistent changes in SOPs, and low public interest in choosing private schools. In conclusion, the implementation of this policy is supported by the variables of legitimacy and support, operational capabilities, and substantial values (social, political, economic, and educational values). This study recommends optimizing data verification and equalizing facilities between schools, involving all implementing institutions in determining SOPs, and optimizing the role of private junior high schools.
