Abstract

Electronic procurement of goods/services is a government innovation in utilizing technology to increase efficiency and transparency of the procurement process. The implementation of the e-catalog policy in Semarang Regency is regulated through Regent Instruction Number 1 of 2023 concerning Optimization of E-catalogs and Online Stores. This study aims to analyze the implementation of the e-catalog policy and identify the factors that drive and inhibit its success. The research method used is qualitative with data collection techniques through interviews, observations, and documentation. This study uses Riant Nugroho's policy implementation theory to analyze policy accuracy, implementation accuracy, target accuracy, environmental accuracy, and process accuracy, as well as Edward III's theory to examine driving and inhibiting factors such as communication, resources, disposition, and bureaucratic structure. The results of the study show that implementers are still constrained by limited personnel, targets are still found that many providers from MSMEs have difficulty adapting to the system due to technological limitations, the absence of local SOPs that regulate regional implementation, lack of communication intensity, and limited resources. As a recommendation, it is necessary to increase the intensity of communication, intensify training for procurement personnel, prepare specific local SOPs, optimize technology infrastructure, and carry out stricter supervision to ensure optimization of e-catalogs in supporting transparent, efficient, and accountable procurement of goods/services.
