Abstract

Lawet Kebumen application as one of the innovations of the Disdukcapil of Kebumen Regency digitally in facilitating online document management in its implementation, there are still obstacles to innovation attributes, especially in terms of complexity caused by users' technological stuttering in using the application and observability due to the lack of application socialization by the Kebumen Disdukcapil, as well as in inhibiting factors in the form of administrative obstacles in the form of incomplete requirement files sent and the absence of employee awards. This study aims to analyze the Lawet Kebumen innovation as well as the supporting and inhibiting factors for the application in facilitating public services. The method used is a descriptive qualitative approach with the theory of innovation attributes including relative advantage, compatibility, complexity, triability, and observability. The subjects of this research consisted of employees of the Kebumen Disdukcapil and the community as users of the Lawet Kebumen application. The results showed that overall this innovation has not been successful in providing online services, but it does not rule out the possibility that this application provides convenience for the people of Kebumen Regency in managing population documents online. This success is reflected in the aspect of the relative advantage of fast, accurate and efficient service. Compatibility tailored to the values, culture, and needs of users, and triability is reflected in high accessibility. Factors inhibiting in the application of the Lawet Kebumen application arise from the lack of appreciation for employees to unfulfilled requirements, as well as users who experience limited internet network connections that not all places provide wifi or a stable network. This study recommends increasing socialization, incentives for employees, and training for the community to overcome these obstacles.
