DYNAMIC GOVERNANCE DALAM PENANGANAN KASUS KEKERASAN TERHADAP PEREMPUAN DALAM RANAH PERSONAL DI KOTA SEMARANG

Abstract

Violence against women is still a problem that requires special handling in Indonesia. Data shows that by 2024, around 80% of violence cases in Indonesia occur against women. Semarang City is the city with the highest number of cases of violence against women in Central Java, which shows that the handling of cases of violence against women has not been optimal and requires special handling. This research aims to analyze dynamic governance and the role of stakeholders involved in handling cases of violence against women in the personal sphere in Semarang City. The research conducted is a descriptive qualitative research with data collection conducted through interviews at the UPTD PPA of the Semarang City Office of Women's Empowerment and Child Protection (DP3A). The results show that DP3A Semarang City has used thinking ahead, thinking again, and thinking across as three dynamic capabilities of the government in dynamic governance. Meanwhile, the role of stakeholders in handling cases of violence against women in the personal sphere has also been well identified, where the Semarang City Government and DP3A as policy creators, DP3A and UPTD PPA Semarang City as coordinators and implementers, and various institutions related to handling cases of violence as facilitators and accelerators. Recommendations include educational programs, collaboration between stakeholders, and social campaigns to change the stigma against victims of violence, which aim to contribute to a more effective and responsive handling of cases of violence against women in the personal sphere in Semarang City.
