ANALISIS COLLABORATIVE GOVERNANCE PADA APLIKASI MAGELANG SMART CITY (MAGESTY)

Abstract

This study aims to describe the Collaborative Governance in the Magelang Smart City (Magesty) and to identify its supporting and inhibiting factors. The method used is descriptive qualitative with analysis based on eight indicators of Collaborative Governance according to Edward DeSeve,


network structure, commitment to a common purpose, trust among participants, governance, access to authority, distributive accountability, information sharing, and access to resources.

The results show that the implementation of Magesty uses the Network Administrative Organization (NAO) model, with the Department of Communication, Informatics, and Statistics (Diskominsta) of Magelang City as the technical manager without being directly involved in substantive services. A common commitment is formed normatively through bureaucratic professionalism, while trust develops through monitoring and evaluation (monev) mechanisms without explicit declarations. Governance is not set out in formal documents such as memorandums of understanding or cross-agency Standard Operating Procedures (SOPs), but is based on the legitimacy of strategic planning documents such as the Regional Medium-Term Development Plan (RPJMD), Electronic-Based Government System (SPBE), and Smart City Masterplan. In practice, each local government agency (OPD) has the authority to deliver public services through Magesty in accordance with its respective main duties and functions. Information exchange is carried out through monitoring and evaluation as well as digital communication media, while infrastructure and budget support are relatively adequate although the distribution of human resources remains limited.

Collaboration in Magesty runs effectively through role distribution and adaptive coordination mechanisms, although there are obstacles in the form of limited human resources and the absence of formally documented governance. It is necessary to have administrator role distribution in each agency, the preparation of documented technical training modules, as well as the formulation of written agreements and cross-agency SOPs to strengthen legal certainty and the sustainability of collaboration.
