Abstract
The results of this study indicate that the implementation of Implementing Regulation Number 66 of 2022 still faces various challenges, especially in terms of the realization of partnerships that are not yet fully optimal. Many small businesses have not realized the benefits of the partnership network, while large businesses have not been able to actively participate in the program. The Cooperatives and Small Business Service has carried out mentoring activities through training programs, business mentoring, and providing information to small entrepreneurs. However, these activities have not reached all regions and business entities evenly. The facilitation and coaching chapter in this study highlights the important role of the city government, especially the Cooperatives and Small Business Service, in supporting small businesses to increase their business capacity and build sustainable partnerships. Mentoring activities are carried out through access to information, entrepreneurship development training, and legality and licensing assistance. Periodic coaching is carried out to monitor the development of small businesses and ensure the achievement of fair and mutually beneficial partnership goals. Although concrete steps have been taken, limited human resources and budget are still the main obstacles in implementing optimal coaching. Supporting factors for the implementation of this policy include clear regulations as a legal basis, commitment from local governments in encouraging the development of MSMEs, and collaboration with the private sector and financial institutions. On the other hand, inhibiting factors include the lack of understanding of micro-entrepreneurs regarding the contents and benefits of the Mayoral Regulation, minimal intensive assistance, and unequal access to information and technology among MSMEs. In addition, differences in interests between business actors are also an obstacle in establishing equal partnerships. Thus, efforts are needed to increase the capacity of micro entrepreneurs, strengthen cross-sector coordination, and optimize the role of the government as a facilitator to ensure that the partnership network can run effectively and sustainably in accordance with the objectives of Mayoral Regulation Number 66 of 2022.
