This regulation was established to enhance local governance and ensure that civil servants act with integrity and discipline in delivering public services. Despite being officially enacted, the implementation of this policy faces practical challenges, particularly in terms of awareness, consistency, and institutional commitment at the operational level. This study employed a qualitative method with a descriptive approach. Data were collected through in-depth interviews, observations, and documentation involving key informants from the Semarang City Personnel, Education, and Training Agency (BKPP). The theoretical framework used is George C. Edward III’s policy implementation theory, which emphasizes four variables: communication, resources, disposition, and bureaucratic structure. The study focuses on how these four variables influence the effectiveness of the policy implementation. The findings reveal that the policy implementation has been relatively effective. Communication is carried out through various channels such as the official website, morning assemblies, and periodic socialization. In terms of resources, BKPP has adequate human and financial support, although inter-agency coordination still requires improvement. Disposition among civil servants generally reflects a positive attitude toward the regulation, supported by exemplary leadership practices. Additionally, a well defined bureaucratic structure at BKPP has facilitated policy execution, although monitoring and enforcement particularly concerning political neutrality remain areas that need strengthening. This study concludes that the implementation of Mayor Regulation No. 40 of 2020 has made significant progress in promoting professional ethics among ASN. However, further optimization is needed through improved socialization efforts, the use of digital technology for monitoring, and stronger sanction mechanisms for violations. With these enhancements, the policy is expected to serve as a robust foundation for cultivating civil servants who are not only competent but also uphold high ethical standards in public service.
