The Climate Village Program (ProKlim) by the Ministry of Environment and Forestry (KLHK) is designed to enhance community resilience to climate change impacts through active participation from the government, private sector, and communities. This study analyzes the collaborative governance process in implementing ProKlim at RW 003 Cempaka Putih Timur, Central Jakarta, focusing on the roles of the government, private sector, and community. This study uses a qualitative approach with a case study method. Data were collected through in-depth interviews with ProKlim administrators, representatives of the DKI Jakarta Environmental Agency, and PT Indofood Sukses Makmur Tbk (Bogasari Division), as well as observations and document analysis. Data analysis is based on Morse and Stephens' (2012) collaborative governance theory, which includes four stages: assessment, initiation, deliberation, and implementation. Assessment; Stakeholders shared a common vision on the importance of collaboration to address climate change, though each faced resource limitations. Initiation; The government acted as the initiator by establishing coordination forums, while the private sector and community contributed through infrastructure provision and program implementation. Deliberation; Deliberation processes resulted in agreements such as Cooperation Agreements (PKS) and hydroponic programs as adaptation solutions. Implementation; The program was successfully implemented through diversified activities, including waste banks, urban farming, and nutrition ponds, despite challenges such as land limitations and inter-stakeholder coordination. Collaborative governance in ProKlim RW 003 Cempaka Putih Timur demonstrates effectiveness in integrating the roles of government, private sector, and community. The program's success is supported by shared vision, clear collaborative structures, and adaptation to local needs. However, institutional capacity building and improved coordination are needed to ensure program sustainability.
