Abstract
this research highlights the various challenges encountered by LRC-KJHAM throughout its advocacy work. This study employs a qualitative method, utilizing interviews, observations, and documentation as data collection techniques. The findings reveal that LRC-KJHAM plays a multifaceted role encompassing: (1) the provision of complaint services (relief and welfare), (2) community empowerment (local self-reliant), and (3) policy advocacy (sustainable development–policy change). The advocacy process consists of several stages: (1) problem identification through complaint services and counseling, (2) solution formulation using the Feminist Participatory Action Research (FPAR) method, (3) building political awareness through coalition-building and campaigns, (4) implementation of advocacy through legal, medical, and psychological assistance, and (5) evaluation through case meetings and annual reporting.Throughout its advocacy efforts, LRC-KJHAM faces both internal and external challenges. Internally, the organization struggles with limited human resources and financial constraints. Externally, challenges include sluggish legal processes due to a lack of evidence and limited understanding of the UU TPKS, political dynamics such as frequent reassignment of law enforcement officers, and difficulties from the victims themselves, including reluctance to disclose their experiences and potential impacts of hypersexuality.
