With this long process, gender differences are seen as God's provisions that are natural or biological in nature that cannot be changed. This has led to the beginning of gender injustice in society, one of which is discrimination. In Indonesia, the number of discrimination in the form of gender based violence (GBV) based on data from Komnas Perempuan, there has been a significant increase in cases of gender-based violence (GBV) against women. In 2020, there were 226,062 cases. Then in 2021, it will be 338,506 cases. To handle cases of discrimination against women, Semarang City has created an innovative place to protect and provide a sense of security, especially for vulnerable groups. This place is located inside the RSUD K.R.M.T. Wongsonegoro called Klinik Apel (Children, Women, Elderly). This study aims to analyse gender based services at the Apel Clinic of K.R.M.T. Hospital. Wongsonegoro Hospital. The method used in this research is descriptive qualitative. The theory used is gender based health services. The informants in this study were the Head of Outpatient Installation, Health Officer of the Apple Clinic, Administration of the Apple Clinic, and service users (women) of the Apple Clinic. The results of this study indicate that, based on Mansour Fakih (1996) on the requirements for the implementation of gender-based health services at the Apple Clinic, namely first, the Apple Clinic in terms of equal and fair access, the result is that service users have easy and equal access to both general patients and BPJS, moreover there is a My RSWN application that can shorten time. Second, gender responsive health services, the result is that the Apple Clinic has been gender responsive, this is reinforced by the availability of types of health services for women in Semarang City Regional Regulation Number 10 of 2023, adequate medical equipment, and supporting infrastructure. Third, policies and regulations that support gender justice in health, the result is that the Semarang City Government through Semarang City Regional Regulation Number 7 of 2023 has the authority and responsibility to protect and empower women. If referring to the regulation, the government has provided a place that can be accessed by vulnerable groups so that they are protected, namely the Apel Clinic, which is under the auspices of the K.R.M.T. RSUD. Wongsonegoro, a government-owned facility. This research can be concluded that the Apple Clinic in terms of access has provided easy and equal access for both general patients and BPJS. In terms of gender-responsive health services, Apel Clinic has been gender responsive with the availability of types of health services for women, adequate medical equipment, and supporting facilities and infrastructure that are all available. In terms of policies and regulations that support gender justice in health, Apel Clinic, referring to Semarang City Regional Regulation No. 7 of 2023, has become a place that can protect vulnerable groups in accessing health services without any discrimination.
