The manifestation of e-governments is the realization of a smart city. Madiun City is one of the cities in Indonesia that has implemented a smart city in its governance. Of the six dimensions of a smart city, smart governance is one of the dimensions recommended as the basis for the success of smart city development. In the 2022 smart city evaluation, Madiun City received a score of 3.64. However, in practice, the applications owned by the Madiun City Government have not fully functioned properly. This study aims to determine and analyze the implementation of smart governance in Madiun City. This study uses a descriptive qualitative research method with the research location at the Madiun City Communication and Information Office. With this method, the data collection techniques used are in-depth interviews, documentation and observation and the data sources used are primary and secondary data sources. The results of interviews, documentation and observations are analyzed in accordance with Boyd Cohen's smart governance theory, namely online public services, technological infrastructure and government openness. The results of the study indicate that the implementation of smart governance in Madiun City has been in accordance with the indicators of online public services, technological infrastructure and government openness. However, there are still problems in each indicator, namely the supporting application for online services is not optimal because it often experiences access disruptions, there is a decrease in the quality of the free wifi provided, ease of access in obtaining data and information and the lack of public knowledge about digitalization. Thus, Madiun City through the implementation of smart governance in the process of realizing a smart city has not provided satisfaction to the community.}, pages = {78--98} url = {https://ejournal3.undip.ac.id/index.php/jpgs/article/view/49397} }
