EVALUASI PELAKSANAAN PROGRAM GERDU KEMPLING DI KECAMATAN SEMARANG BARAT

Abstract

Abstract-In efforts to achieve the vision of
Semarang City as the trade and cultural services to
the public welfare, the government implement
Sapta program, one of which is Gerdu Kempling
program (Integrated Movement in Alleviation of
Poverty in Health, Economy, Education,
Infrastructure, and Environment Sectors), a
program that focuses on the areas of poverty
reduction. Although it has been carefully designed,
but nature doing so, the program still encounters
many obstacles and shortcomings. An example is in
the District of West Semarang. In 2007 West
Semarang district representing as the urban
poverty since the West Semarang district has the
most impoverished families among existing
districts. However, the people in this region in
average did not know very well about the program
and the program is less known by the public at
large, whereas they are the main target of the
program that was launched in March 2011. This
study aims to determine the implementation of the
Gerdu Kempling program in the District of West
Semarang as well as to determine the supporting
and inhibiting factors in the implementation of the
program.
This study is an evaluative research, which
undergo assessment studies for the implementation
of government policy, particularly on the Gerdu
Kempling program in West Semarang District in
accordance with the goals, objectives, and the
impact of items desired by using a qualitative
approach. Sources of data are primary data that
directly obtained through field observations and
interviews with the Local Government (LG) of
Semarang and West Semarang District. After the
data reduction, the results of evaluative research
will be presented analytically.

The results showed: 1) Kempling Gerdu
Program still not fully known and understood by
the public as an object of policy, it is caused by the
lack of systematic program, less the maximum
government in fostering citizens to develop their
business, especially in the capital for the business
community; 2) The supporting factors that support
the implementation of programs is Gerdu Kempling
program are good coordination and synergy
between Semarang City Government bureaucrats
with stakeholders, the funding and business
facilities of the CSR program of the business world
(banks, state / local enterprises and private), as
well as quite effective guidance on education and
training of Semarang City Government to the
program implementers. While the inhibiting factors
are: the lack of response from the community of
inmates, the lack of understanding to the Gerdu
Kempling program, the limited funding and
facilities budget of Semarang City Government as
well as from the stakeholders and the lack of
socialization of the program in Semarang city
residents.
