Indonesia is a country largest importers illegal trade Pangolin in Asia. Around the year 2000's Pangolin being one of the most sought after to trade because the value of high economics, the biggest consumer destination country in Asia are Cina and Vietnam. According to the data ministry of the forest in Indonesia specifically to ilegal trade Pangolin in one year can harm the state about Rp. 8,23 billion. Hence for the handling of ilegal animal trade Indonesia are working together to equal to CITES. This research aims to analyze the causes of the trade illegal Pangolin remained high in the period 2005-2013 although Indonesia ratified CITES since 1978. This research using the theory of international regime with the paradigm neoliberalism to analyze the data collected through the literature study, documentation, and interview.
