Abstract
The “Penggerak Jaminan Sosial Indonesia” Program (Perisai) by BPJS Ketenagakerjaan aims to expand the membership of “Bukan Penerima Upah” (BPU) to cover informal workers through an agency system. However, the performance of Perisai agents at the Semarang Pemuda branch has shown a decline. This study examines the influence of leaders’ interpersonal communication competence, perceived organizational support, and work motivation in achieving performance. A total of 52 active Perisai agents participated in this research. The research employed a quantitative explanatory approach with multiple linear regression analysis using SPSS. The results show a significant positive influence of leaders’ interpersonal communication competence and perceived organizational support on the motivation of Perisai Agents. These results support the hierarchy of needs theory, suggesting that motivation increases when needs are met in stages. Therefore, attention to internal organizational factors must be maintained to prevent external structural or administrative disruptions.
