Although PDAM Surya Sembada has received the best PDAM status in East Java, there are still some obstacles that occur in the company such as the water distribution system that has not been optimized as seen from the continuity of water distribution within 24 hours received by customers, the report on the results of the checks carried out shows that there are a number of samples that contain chemicals that are not in accordance with predetermined standards, and there are chemicals that are stored past the expiration date. These obstacles can be eliminated by using a lean manufacturing approach with the Value Stream Mapping (VSM) and Waste Assessment Model (WAM) methods to find out the relationship of waste that occurs in the process. Based on the WAM method, it is known that there are 3 critical wastes, namely overproduction, process, and motion. Furthermore, the root cause analysis (RCA) of 5 Why's was analyzed and the risk value was sought using the FMEA or Failure Mode and Effect Analysis method.
