Strategi pengadaan meliputi seluruh proses seperti penentuan kebutuhan, sampai dengan perumusan kontrak hingga pembelian. Sampai saat ini, kegiatan pengadaan pada fasilitas pembelajaran UNDIP tidak memiliki panduan strategi pengadaan yang tepat. Strategi pengadaan fasilitas pembelajaran UNDIP dinilai belum berjalan secara efektif karena adanya masalah keterlambatan, kurang fleksibelnya kemampuan penyedia dalam memenuhi kebutuhan serta hubungan kontrak dengan penyedia yang tidak disesuaikan dengan kebutuhan dan risiko item pengadaan. Penilaian akan dihitung menggunakan analytic hierarchy process (AHP). Hasil dari AHP tersebut dapat diolah dan dilakukan plotting ke dalam Kraljic’s Matrix. Dimensi yang digunakan yaitu supply risk yang dinilai menggunakan AHP serta expenditure yang didapat dari data pembelanjaan item pengadaan pada tahun 2017. Hasil pemetaan kemudian akan menjadi rekomendasi strategi pengadaan, mulai dari karakteristik supplier, tipe hubungan dan tipe kontrak dengan supplier, strategi operasional, serta rekomendasi. Kelompok item pengadaan kuadran strategic berupa referensi elektronik dan provider internet, memiliki risiko serta nilai pembelanjaan yang tinggi. Kelompok item pengadaan dalam kuadran bottleneck berupa alat praktikum khusus serta pembuatan aplikasi sistem memiliki risiko pasokan tinggi namun nilai pembelanjaan yang rendah. Kelompok item pengadaan kuadran routine berupa bahan baku praktikum 1, bahan baku praktikum 2, jasa penyewaan, jasa konveksi, jasa akomodasi, jasa boga, alat praktikum umum, serta pembelian dan maintenance sistem memiliki risiko dan nilai pembelanjaan yang rendah. Kelompok item pengadaan kuadran leverage berupa barang elektronik, mebelair, jasa transportasi serta jasa cetak/jilid memiliki risiko pasokan rendah namun nilai pembelanjaan yang tinggi. ABSTRACT The use of Kraljic’s Purchasing Portfolio Model as a procurement strategy of learning facilities Diponegoro University . Procurement activities are processes that include the provision of goods or services required by the amount and quality desired, coming from the appropriate source, sent to the destination with the right price. Procurement strategy covers all processes such as determining needs until purchasing. But until now UNDIP doesn’t have a strategic procurement guide, especially for the learning facilities. The strategy that’s being used until now is considered to be ineffective due to delays, lack of flexibility and contractual relationships with providers that are not tailored to the needs and risks of procurement items. Assessment will be calculated using analytic hierarchy process (AHP). The results of AHP can be processed and plotted into Kraljic's Matrix. The result of mapping will be used as a recommendation of procurement strategy, ranging from supplier characteristics, type of relationship and type of contract with suppliers, operational strategies, and recommendations. Groups of procurement items in strategic quadrants in the form of electronic references and internet providers, considered have high risks and high expenditure. Groups of procurement items in bottlenecks quadrant in the form of specialized practicum tools as well as the manufacture of system applications have a high supply risk but expenditure. Groups of procurement items in the routine quadrant in the form of raw materials practicum 1, raw materials laboratory 2, rental services, convection services, accommodation services, catering services, general practicum tools, as well as purchasing and maintenance systems have the risk and value of low shopper.
