Abstract

: Indonesia is one country in the world that uphold democracy and human rights. One of the rights as a citizen in a democracy is the right to giving an opinion, whether oral or written thoughts, which has stated in the constitution of Indonesia, which is stipulated in Article 28 of the Constitution of 1945. Following up to the Article 28, the government of Indonesia issued Law No. 9 Year 1998 Concerning Freedom of Opinion in the Public Issue as the procedures for protests and Law Number 39 Year 1999 concerning Human Rights as a limitation in protest.

Research has been done by the researcer to review the Policy of Polrestabes Semarang for handling the demonstration based on Act No. 9 Year 1998 and Act No. 39 Year 1999. Method of research approach is juridical normative, research specifications used is descriptive analysis. Based on the results of the current study have issued standard police handling of demonstrations by the new Chief of Police decree. Pol: Kep / 16 / XII / 2005 concerning Mass Control Directive. Handling demonstrations conducted by Polrestabes Semarang Semarang consists of three stages: before the demonstration, at the time of the demonstration and after the demonstration.
