Abstract
The Tambak Lorok area in North Semarang faces persistent tidal flooding (rob) driven by sea-level rise and land subsidence. The government invested approximately IDR 538 billion in a two-phase sea wall construction project (2015–2017 and 2022–2024), yet seepage in the Phase I embankment remains an ongoing problem for residents of RW 16. This study evaluates the program's effectiveness using Stufflebeam's CIPP Model (Context, Input, Process, Product) and identifies the factors hindering its success. Using a qualitative descriptive approach, data were collected through in-depth interviews with six informants (BBWS Pemali Juana, DISTARU, Bappeda, Tanjung Mas Sub-district Office, the RW 16 Chairman, and a community figure), field observation, and documentation study, then analyzed using the Miles, Huberman, and Saldaña interactive model with source triangulation. Findings show the program performed optimally on the context dimension but revealed significant weaknesses in input (low-quality construction materials, fiscal disparity between central and local government), process (top-down coordination, minimal oversight, merely consultative participation), and product (uneven distribution of benefits). Five key inhibiting factors were identified: weak institutional governance and coordination, resource limitations, weak oversight and accountability, low meaningful community participation, and an external factor—land subsidence exceeding design assumptions. The study concludes that the program is conceptually relevant but has suffered quality degradation at the implementation level due to systemic structural governance weaknesses, necessitating holistic, cross-sectoral governance reform to ensure the sustainability of coastal infrastructure.
