Abstract
Semarang City is one of the areas in Central Java with a high potential for hydrometeorological disasters, as categorized by the National Disaster Management Agency (BNPB). This high threat must be supported by an adaptive, sustainable disaster management system that can address existing issues. According to the Semarang City Disaster Management Agency (BPBD), there are still challenges that hinder the existing hydrometeorological disaster management system in Semarang City. This study aims to analyze dynamic governance in hydrometeorological disaster management in Semarang City and identify the factors that influence it. This study uses a descriptive qualitative method with data collection through observation, interviews, and documentation. The results show that the concept of dynamic governance in hydrometeorological disaster management in Semarang City has not been implemented ideally. The ability to think ahead, manifested in designing appropriate strategies and choices so that the community can take advantage of new opportunities while facing future challenges, is still not optimal in terms of the use of digital innovation and the absence of definite indicators to assess policies. Thinking again, which is manifested in monitoring and evaluation activities and learning from the past, is still hampered by a lack of monitoring at the smallest level. Thinking across, as seen in collaboration and comparative studies, is already running optimally. In addition, factors that influence disaster management, such as fluctuating community participation, a lack of personnel, and budget constraints, certainly have an impact on the process of managing hydrometeorological disasters. The Semarang City Government and the Semarang City BPBD need to expand and strengthen the community-based disaster risk management (CBDRM) approach by involving the community and strengthening the monitoring and evaluation system for existing programs and policies.
