Abstract
Human resource development (HRD) plays a strategic role in improving public sector organizational performance and the quality of public services. Strategic environmental changes, technological advancements, and bureaucratic reform demands require civil servants to possess adaptive and sustainable competencies. This study aims to analyze human resource development efforts based on continuous learning implemented by the Regional Human Resource Development Agency (BPSDMD) of Central Java Province through the Corporate University approach. This research employs a qualitative descriptive method. Data were collected through in-depth interviews, observation, and documentation involving informants related to human resource development programs at BPSDMD Central Java Province. The findings indicate that BPSDMD Central Java Province has implemented continuous learning by integrating training, education, and knowledge management aligned with organizational needs and regional development strategies. The implementation of the Corporate University concept has encouraged a more structured, adaptive, and competency-oriented learning system for civil servants. However, several challenges remain, including limited resources, learning culture readiness, and the optimization of learning technology utilization. This study concludes that human resource development based on continuous learning through the Corporate University approach has significant potential to enhance the quality of civil servants, provided that organizational commitment, learning innovation, and continuous evaluation are strengthened to achieve optimal outcomes.
