Abstract
The Digital Population Identity (IKD) is a national digital policy designed to enhance the efficiency, accuracy, and security of population administration services; however, its implementation in Kudus Regency has not met the activation targets set since 2022. This study aims to analyze the implementation of the IKD policy and identify the supporting and inhibiting factors within the Department of Population and Civil Registration of Kudus Regency. The research employs a qualitative descriptive method using Riant Nugroho’s (2011) policy implementation theory and the supporting and inhibiting factors proposed by George C. Edwards III in Agustino (2008). The results show that IKD implementation in Kudus has been supported by appropriate policy foundations and strong institutional commitment, yet the overall achievement remains low due to weak public communication, limited digital literacy, technical issues within the application, and inadequate human resources. Supporting factors include internal commitment, regulatory support, and cross sector cooperation networks, while inhibiting factors involve communication barriers, limited resources, public reluctance toward digital services, and suboptimal bureaucratic structures. The study recommends strengthening communication strategies, improving digital infrastructure, expanding decentralized village-level services, and establishing a dedicated task force to accelerate IKD activation.
