In Kalongan Tourism Village, East Ungaran District, Semarang Regency, this collaborative process has been implemented, but it has not yet shown optimal results, even though the village has considerable natural and cultural tourism potential. This study aims to analyze the collaborative governance process and identify supporting and inhibiting factors in tourism development in Kalongan Tourism Village. This study uses a qualitative method with a descriptive approach. Data collection techniques were carried out through in-depth interviews, observation, and documentation with informants consisting of village government, Tourism Awareness Group (Pokdarwis), local government, and the local community. The research analysis refers to Ansell and Gash's collaborative governance model, which includes face-to face dialogue, trust building, commitment to the process, mutual understanding, and the achievement of interim outcomes. The study results indicate that face-to-face dialogue among actors has not been conducted regularly and continuously, so coordination and alignment of shared goals have not been optimal. Trust building is still constrained by low transparency in management and limited human resource capacity. Commitment to the process and mutual understanding have been established, but have not been fully implemented consistently. Cultural factors support collaboration, while institutional, political factors, funding limitations, and infrastructure conditions are the main obstacles. Therefore, it is necessary to strengthen collaborative governance through regular and formal collaboration forums, increase management transparency, clarify the division of roles among actors, as well as provide policy and continuous funding support to promote the development of Kalongan Tourism Village more effectively.}, pages = {82--99} doi = {10.14710/jppmr.v15i1.54908}, url = {https://ejournal3.undip.ac.id/index.php/jppmr/article/view/54908} }
